It’s Not Just About Income'—Economy Ministry Responds To Concerns That T20 Are Being 'Unfairly' Cut Off

Have you been worried about the "T20 cut-off" for petrol subsidies?
Following the Prime Minister’s announcement that RON95 subsidy rationalisation is being "finalised soon," many Malaysians, especially those in the higher income bracket, have expressed concerns about being unfairly excluded despite their heavy tax contributions.
Yesterday, Economy Minister Akmal Nasrullah Mohd Nasir stepped in to clarify: It’s not just about your paycheck.
Here is the breakdown of how the government plans to use the Central Database Hub (PADU) to ensure the new system is actually fair.
1. Moving Away From "Blanket" T20 Labels
For years, we’ve relied on simple income brackets (B40, M40, T20). But as many know, a "T20" household with five children and elderly parents to support has very different "actual needs" than a single T20 individual.
The Ministry emphasized that the new evaluation model focuses on household needs and usage rather than just a number on a payslip.
2. PADU Is The "Dividing Line"
The government is moving toward a more nuanced data model. PADU won't just look at what you earn; it will look at:
- Household size (How many people are you feeding?)
- Consumption patterns (How much fuel do you actually need?)
- Other data points (Could be location, commitments, etc.)
This "clear dividing line" is intended to make the transition more acceptable to the public.
3. A Fair Appeals Mechanism
Worried the data might get it wrong? You’re not alone. The Ministry announced that PADU will allow for a transparent and efficient appeals mechanism. If you feel you’ve been unfairly excluded from the subsidy, there will be a formal way to prove your case using your actual financial data.
4. Recognizing Taxpayer Contributions
To the high-income earners who feel targeted, the Minister noted that the government "fully recognizes" their contributions to the country’s development. However, he stressed that a targeted approach is essential for the nation's "long-term fiscal health" and to manage inflation effectively.
5. Finalised "Soon"
Prime Minister Datuk Seri Anwar Ibrahim confirmed that the proposal is in its final refinement stages. While we don't have an exact date yet, the message is clear: Targeted subsidies are coming, and PADU is the key to how they will work.
