E-Scooter Among 3 Types of Micromobility Vehicles Banned on The Road, Compound Up to RM300!

Three categories of micromobility vehicles, namely Moped, Personal Mobility Devices (PMD) and Personal Mobility Aids (PMA) are banned from use on the road with immediate effect, said Minister Datuk Seri Dr Wee Ka Siong.
Three Categories of Prohibited Micromobility Vehicles

A moped is a vehicle equipped with two or three wheels and powered by electricity with a speed of not more than 50 kilometres per hour (km/h).

Meanwhile, PMD and PMA are types of micromobility vehicle driven by individuals or electricity itself with a speed of not more than 25 km/h which also works for electric -powered scooters and also vehicles that exists with mobility problems.
Rationale for Prohibiting the Use of Micromobility Vehicles on the Road
The ban on the use of these three categories of micromobility vehicles is implemented based on the Traffic (Prohibition of Use of Certain Mobility Vehicles) Rules 2021 which came into effect on 17 Dec 2021.
"The use of micromobility vehicles on the road is dangerous not only to the users of the vehicle but other users," he said in a press conference on the use of micromobility at his ministry here today.
The ban was issued to prevent the same tragedy as the climbing bike that has claimed the lives of eight children from recurring due to the mixing of traffic flow with other vehicles.

Permitted Areas
The use of this micromobility is still allowed in buildings or areas where there is no mixing of traffic flow.
“I have no objection if they want to use this vehicle at home or private land as long as it is not on the road.
"The use of micromobility vehicles on the road will be considered if the local authority (PBT) provides road infrastructure facilities that support the use of the vehicle," he said.

Rules For Bicycles, Trishaws and Electric Bicycles
Wee also explained that the use of bicycles, rickshaws and electric bicycles is allowed but must comply with the rules under the Road Transport Act 1987 and the Road Traffic Rules 1959.
"For the use of bicycles with electric assistance, only those that meet the Malaysia Standard specification, MS2514: Electric Bicycles Specification are allowed to be used on the road," he said.
Fines Imposed For Failure To Comply With The Micromobility Vehicle Prohibition
Individuals who do not comply with the rules can be compounded up to RM300 as provided under the Road Transport Act 1987 (Act 333).
